Ok so it isn't that issue.
Are you running any mods? Optifine? Resource packs?
Are you trying shaders with just vanilla unaltered MC and you're getting this issue?

No mods, my 128x resource pack (I tested without it, still the same) and I am running 1.8, 1.8shaders with optifine is super buggy
Ok so you have accelerated processor graphics which is a form of integrated graphics. I don't know if you can expect exactly expect 30-50 fps with shaders without a dedicated graphics card. I think what you're getting fps wise is what you'd expect.
Keep in mind shaders will kill your fps one way or another if you're only comparing it to non-shader fps. If you get 300+, expect like 35 with shaders.
Shaders are way more intensive then almost any game out there, even on high settings, so if you're using that as a comparison, don't.

Back on topic, this may seem extreme but try to disable your r7 for now and restart the computer than run mc and make sure it is using the r9

And if he has an R9, I'm not seeing it. Or I'm not reading it right. He says he doesn't have switchable graphics or power option switching in catalyst so ...I don't know.
he can disable it in the device manager screen and if you go to the dxdiag and hit ctrl f and search for r9 it does come up once so it is installed but not being used

Ah ok. But disabling it completely 100% of the time seems...like not a great option. Why isn't catalyst regulating this? It should have the menu option.
