Ok, This makes no sense at all... but there is something locking my FPS in some way, one of the components. I am just really confused... I can't seem to get more than 18-25 FPS no matter what... Like for example, I ran the lowest version of SEUS right? 18-25 fps. Then I got my 128x Resource pack with Ultra with motion blur and DOF.. what do ya know.. still only get5 18-25 fps.. I want to know what Is causing this. Thank you so much!

You'll have to wait for others for help on shaders, but I know they'll ask as well, put up your PC specs including your video card and if you can dxdiag (driver versions and such), is it a laptop or not etc. Also versions of MC, forge, shaders (leave texture pack out during troubleshooting for simplification), and any mods you're running including optifine.

Make sure your FPS hasn't been limited (Options -> Video Settings). Other than that, I wouldn't know.

you could always right click the windows button and go to device manager, find your graphics card (it will be under display adapters) and right click that, then you can check for updates there. I would also suggest disabling your built in intel graphics card if you have one because mc like to use that for some reason...

It seems to be using the R9 in game using f3, could that be false? And I will check
R9 sounds right as that is listed as your graphics in your first post. Go to manufacturer's website and under support->drivers, they'll should have your graphics card.

So...if this is a laptop (or a desktop), that has a separate video card and a built in intel graphics, then go to whatever console for your video card (catalyst for ATI or whatever the one for NVidia is called etc.) and select minecraft application to be using high performance settings (your main video card).

It is a desktop, and I just recently found out that I had it... Whenbi bought the pc from Lenovo it said the r9 but it has both lol and The console is the catalyst, how do I change the settings for Minecraft

I think open catalyst, then power then switchable graphics. Then choose minecraft from the list of apps and assign it the right video card. Or it might says High-performance GPU if it doesn't give it a name. Hit apply and that should be it.
if you right click the desktop there might be something that you can configure your graphics card settings for me it says nvidia control panel so look for something like that but for your graphics card

I updated my drivers, sadly... it did not help... only messed up my monitor display (fixed it though)
