Which version did you install, the new "no Java version" or the older version? You may want to try the older (alternative) one, which is only listed if you click on "show all platforms" (note that the two links to Minecraft.exe are not the same):
It is also possible you tried to install the older one without installing Java first; the download itself is an .exe file so I assume it will run without Java but will error out when the actual launcher tries to run.
Also, your antivirus or firewall may be preventing Minecraft.exe from accessing the Internet; try temporarily disabling them or adding Minecraft.exe as an exception.
