I'm trying to install Minecraft on my son's computer, but get the error "Pixel Format Not Accelerated". I went through Intel's auto detector to look for drivers, but there were none available after I scanned. Please help me.

To be honest, your graphics card probably is very old and doesn't support the required OpenGL to run Minecraft. Your specific graphics card is often in relation to very old PCs.
the GPU is way too old for windows 8.1 and intel have not made drivers for it, also if you do downgrade windows that GPU will only be able to play 1.7.2 or lower, its not able to run minecraft 1.7.4 or higher.
A complete new computer isn't really an option at the moment, but I could probably swing a new graphics card. I haven't looked into cards yet, but do either of you have an opinion either way on whether that would work?
