To start the Error I get when trying to play is: org.lwjgl.LWJGLException: Pixel format not accelerated
The computer I'm running it on was able to run it just fine last time I tried. How ever I just installed windows 8.1 and the driver for my computer. now minecraft won't run. My graphics card is: ATI mobility radeon HD 4200 series.
Your "GPU" isn't really its own GPU, as it is an integrated graphic, usually pretty weak for gaming in general. If you just got a new driver for it, my highest recommendation would to get a budget GPU, as it is probably the best way to fix the issue, as Pixel format not accelerated means your graphics processing is pretty weak.
Tell me, were you able to run Minecraft at a good amount of FPS before you installed windows 8? (60+FPS?) Or Was it around 1-15, 16-30, or 31-59

Moderator1. downgrade windows to 8 or lower
2. install a newer graphics card (not possible on a laptop)
3. attempt the workaround here http://www.minecraftforum.net/forums/support/unmodified-minecraft-client/1868881-windows-8-lack-of-updated-graphics-drivers-solved#c8
The workaround may not work and if you try it be it on your own head.
