The name must be 16 Characters or less, with these being the accepted characters: abcdefghijklmnopqrstuvwxyzABCDEFGHIJKLMNOPQRSTUVWXYZ0123456789_

I think every singe character IGN is taken, I'm not sure if there is a minimum.
