Apparently, Minecraft doesn't recognize my resourcepacks folder. Can someone please let me download the default resource pack so I can use ti to make my own resource pack?

What he means is that Minecraft uses the textures built into the .jar file directly. The rescourcepacks folder is only for the non-default texture packs (user added).
