It is already at the 2GB you wanted, it will not show the full value. Try allocating 1GB, and it will show you roughly around ~900mb. This is normal behavior.

I have also tried allocating memory in Java at 2GB and 3GB, still doesn't work.
I have both JRE 7u71 and JDK 8u25 - both x64
