Regardless of how the JVM works, task manager says that only 500mb of memory is allocated to the entire java process, which means that the problem is probably somewhere else.
@OP you should at least try uninstalling Razer Synapse and seeing what happens.

The F3 screen is just displaying what it is actually using, not what the JVM allocated

I have the issue worked out, my pc has never done this before, the only difference was indeed synapse.
Synapse launches automatically when I boot up my pc. I close it in task manager, launch minecraft, and have my desired amount of RAM, then I can launch synapse and have all my key configurations working correctly. I will, however, take a look into the link cestislife posted earlier.
Everyone was correct to a certain degree, the arguing was not necessary. You all have given me a lot of insight as to how JVM works etc. and to all your credit you guys seem to know what you're talking about, it just wasn't the case here.
