Very low fps with good/descent computer. Help?

Hi there guys!

I currently have a computer with these specs:
Amd fx 4130
8 gb of ram
GTX 550ti
I'm getting 10-19 fps when walking around with all low settings unless i stand there and do nothing (50 fps).
Any ideas of how to fix this?

Try uninstalling unwanted programs, running the antivirus scan, terminating unneeded processes.
