Since you just bought it, return it and ask for a refund. Norton is a joke of an antivirus and you'd almost be better off without an antivirus, rather than having Norton, because Norton fails to block everything that's malicious and instead chooses to block everything that is not malicious. Kaspersky, Avast, BitDefender, etc. are much better choices.
Here's how to unblock it, not sure if you have to mess with it on your firewall either. I haven't touched Norton in years.

I uninstalled My antivirus as it didn't just stop minecraft from downloading but it stopped me from joining servers... and saving my world...
