Account locked and prevents purchase of the game ! Plz help

I tried to buy minecraft , so that I can play the game

I created an account and went to verify it then this happen

Create Mojang account
Buy or redeem code
Download and install

ERROR Your account is locked in a state that prevents you from completing your purchase.

they also sent me to a page after I clicked the link in my email

Try to email them to unlock your account then tell me if that work or not.
