When I change my allocated ram in minecraft and save the profile. When the Game is opened and I go on a server/map and f3 is pressed it sais only between 400-500mb of ram allocated(it varies each time). I have a 64-bit java. Have reinstalled java and minecraft a few times each. I have checked the systems variables and there is no _JAVA_OPTIONS.

The Allocated line in F3 does not directly show you how much memory MC *can* allocate, it only shows you how much is currently allocated.
For example, it might show
"Allocated: 100% 512MB" (Xmx=512M)
"Allocated 50% 512MB" (Xmx=1G)
"Allocated 10% 512MB" (Xmx=5G)
MC isn't going to use memory that it doesn't need. Sure, you could change Xms and force more of the memory to get allocated but Java would grow the allocation (up to the Xmx limit) if it needed it.
and then also, Razer Synapse will force Xmx=512M on you if you have that application.
