It'll be a firewall issue. You "see" a LAN game when your computer receives an 'announcement' packet from the host. If you computer throws them away then you won't "see" the game. You can probably still connect but you have to know where the game is to direct connect to it.
If your friend doesn't have the network as "Home" then there'll be firewall rules that filter out packets.
Sometimes, we want to play minecraft. One of my friends can join the game LAN, another cannot.
He literally cannot see the LAN game. But we can play LAN GMOD or Other games just fine.
