so say if i was getting 20FPS chunk updates would be 20 per second right? but if i was getting over 500FPS it will still be 20 chunk updates instead of 500 chunk updates. can u limit chunk updates so i get more stable FPS? and how would i set the config to do that?

I want chunk updates to be slower than the maximum my computer can handle so i get higher FPS! not the other way around! and that answer isn't answering my question if i can use Forge to do this...
Er...how many chunk updates you have should depend mainly on how much you're moving around (barring any mods which force chunk updates on areas you specify), but once you're through a chunk, eventually that chunk should be released and chunk updates kept at a constant level, 10s, 20s at most. How many chunk updates are you getting?

Chunk updates is over the hundreds of what my game FPS is about 5-60. like EXTREEMELY unstable. FPS limiter might limit my FPS to 60FPS but my chunk updates still goes higher than 60 causing lag and my FPS to go BELOW 60 because of more than one chunk loading per frame. i would like chunk updates to be HALF my FPS or so possibly a fixed value so performance is consistant.

If you just entered the world or generating new terrain, you will get a lot of chuck updates as terrain generaates. Just wait a little!

Once you just enter, or if you're flying or running around, this is normal and just wait for the chunk loading to catch up.
However, if this continues to happen when you're doing nothing but exploring around slowly, at a certain distance from your base, it could be you have this vanilla bug:
Which was fixed in the snapshots leading up to 1.8. What this means is 1.7.x is pretty much off limits to you so either revert to 1.6.4 for modding or wait for 1.8 to start up after the hollidays.
To check if you have this, check your minecraft launcher log output. If you see the typical clientside chunk ticking spam and your chunk updating in the 100s when you press F3, you're probably affected. To get your chunk updates that high, just pick a direction and start walking. Make sure you pause once in a while and wait for chunk loading to catch up but at some distance from spawn you should drop down to 1fps and won't be able to move.

i dont want to have to do all of that. i want the maximum amount of chunks that can be updated at once to be only 20 so i never get the lag spikes! doesnt matter if its a freshly generated world or a world from months ago that ive been wokring on in survival or creative. chunks update too fast and cause lag!
Um...I don't know that there's a way to do that. You have chunk loaders but those have been created to force chunks to stay loaded even when you're not nearby, not to force release them because this is naturally already done by the game itself (when it's not bugged).
If chunks did not update while you're moving around, you'd get stuck in the abyss until the chunks loaded. If you mean force release the chunks when they're erroneously not being released, then good luck with that. It's a vanilla bug for a reason. It needed a mojang fix.
Why don't you try loading a 1.8 world and see if you still have the same trouble?

1.8 is god-almightly UNPLAYABLE ABSOLUTELY ridiculous amount of lag caused by chunk loading speed (100x worse)
so 1.8 is out of the question till they slow down the chunk loading so my FPS can be more consistant
I want the amount of chunk updates to UPDATE SLOWER than what my FPS is so like they only update 20 per second regardless of my FPS not update however fast my FPS is because that causes my FPS to drop to unplayable rates and chunks update too fast making it unplayable
If you're wanting to update less chunks in the same amount of time, reduce the render distance to like 4-6. You should have no issue with fps then because fewer chunks will be loaded and updating at any point in time.

nope even if my render was 1 chunk they would still update as fast as my FPS and not less than my FPS causing a lag spike when walking/moving normally. i want chunks to load slower than what FPS im getting so it doesn't drop my FPS from what im getting at least half as many chunk updates per FPS so like if 60FPS 30 updates and 40FPS 20 updates like that.
The chunk updates don't work like that. They're not tied to or dependent on your fps. They're dependent on your render distance and how fast you're travelling. Your fps may be dependent on them, but not the other way around.
But honestly, if you're getting 100s of chunks loaded and updated at any single point in time and your render is like 4 and you're not flying around? Something is definitely wrong and you're having a bug.

nobody has answered my question yet if i can limit how many chunks updated per second to a set amount so the world loads the same speed all the time and never faster or slower (more consistant FPS that way)

fps has generaly nothing to do with chunk updates i dont realy undertstand what you want.
if you have low frames limit vison range helps alot with fps but chunk updates are always happening as fast as your computer can handle them.
