i also have tick lag sometime
i know very few details but i don't know what all to post whats relevant or not

You may need to add java arguments (-Xmx) or PermGen space. BTW, where did you get the NEI plugins unofficial? Could you provide a download link for me (e.g. zippyshare).

You might post launcher log + game output after you start lagging appreciably but even then that may not give you an answer. You're best off taking off mods until you find the offending interaction/mod.
my main problem is the fact that sometimes when entitys (minecarts) are meant to move they just inch every littlebit as if on a server with extreme server lag and the log and outputs are pretty normal (to that of a un-lagging world) only "WARNING:client side chunkloading took to long! insert ticks here" i will have to pastebin a launcher log and such in a littlewhile

i loaded a back up (thank you aroma backup) and it seems to be working but i still have some lag i get this "[01:11:18] [Client thread/WARN]: Null returned as 'hitResult', this shouldn't happen!' and "[01:15:32] [Server thread/WARN]: Can't keep up! Did the system time change, or is the server overloaded? Running 9136ms behind, skipping 182 tick(s)" i really really don't want to have to MC edit my world to a new one
