This currently occurs everytime I try to start up Minecraft. It also updates almost everytime I try to start the game. Also it seems to be downloading a new set of natives each time I start-up the game.
Problems with the 'natives' files is often caused by an antivirus. These particular downloads contains executables / libraries that are native to your OS You could temporarily disable your A/V scanning or try to whitelist the .minecraft directory tree so it is never scanned.
