It seems the Minecraft launcher has downloaded a 32-bit DLL on a 64-bit PC. I would try deleting the "libraries" folder to force the Launcher to re-download these files.
The full path (for you) of the libraries folder SHOULD be:
Additionally, it's possible that you have the wrong version of Java installed (making Minecraft think you're 32-bit even if you aren't). You can check this by opening up that 'ol Command Prompt and run "java -d64 -version". You'll either get
Error: This Java instance does not support a 64-bit JVM.
Please install the desired version.
In which case, you have the wrong Java version and you'll need to get the "Windows 64-Bit" version from here.
The other 2 outputs you could get are:

This means that you DO have the right version of Java.

It seems that one possible cause of sfc failing to repair (among several) is that your hard disk could have bad sectors (i.e. corruption) and could be failing.

anyway.. Are you sure that you are running in an Admin level window? If you don't have Administrator access it won't work properly.
