I am new to minecraft and I paid for minecraft now it will not run

Delete your .minecraft folder and re-download the launcher. (To get to your .minecraft folder, do WINDOWS=BUTTON + R to bring up 'run'. Then in run type %appdata%.

can i get 1.7.4 ?

1.7.2 seems to work good

what is the difference with 1.8?

Starting with 1.7.4 MC began using a certain Open GL feature whenever a driver claimed to support it. The Intel driver claims to support it but crashes when the feature is used. In some future version of MC the feature will be required.
