We are encountering the same error, today - after not playing Minecraft for the last few weeks. Tried downloading a new Minecraft; same problem. Checked Java; it is up to date.
Go to Start and type in cmd. Right-click the results that appears and click 'Run as administrator', then accept then UAC dialogue.
In the command prompt window, type the following command and press enter:
netsh winsock reset
Once complete, restart your computer and try Minecraft again.

And it's definitely the McAfee firewall. I turned off the firewall and it connected - but I obviously can't live like that. So it's a McAfee configuration problem (sigh)...
