I ran the updated driver install from AMD on their website, the Catalyst package as indicated. That yielded "Application Install: Install package failure" during setup. My current dxdiag dump is located here. Any suggestions?
Given age of that GPU, it is just best to get an new one. For AMD no longer supports Radeon HD4000 and below series. Or get windows 7 at most since it does have an AMD driver to support those series. Windows 8 I do not think does.

Moderator1. downgrade windows to 8 or lower
2. install a newer graphics card
3. attempt the workaround here http://www.minecraftforum.net/forums/support/unmodified-minecraft-client/1868881-windows-8-lack-of-updated-graphics-drivers-solved#c8
The workaround may nor work and if you try it be it on your own head.
