Once complete, restart your computer and try Minecraft again.

I also get the same error. I walked through your steps for cmd and then restarted, but didn't fix the install issue. Have turned off firewall and kaspersky and that also made no difference. also uninstalled and reinstalled java. I'm on Windows 8.1 and would love to find a solution. Thanks.
Just right click on your minecraft on your desktop, right click, I repeat, right click, then press Run as Administrator. I don't have a Windows 8 but I'm guessing it's a little shield that goes with it, because that's what Windows 7 has. If that doesn't work then it's probably your anti-virus that's causing it to stop downloading. Such as McAfee or your firewall or there's a virus in your computer.
It's either a virus inside your computer, or your minecraft file is corrupted. Re-download minecraft unless you already re-downloaded it. Warning: It will delete your saves that means your world and server list.
