That's actually normal. Why do you think that's the problem when being underground? I don't see any problem on one of your screenshots.
If you want to remove fog, then use Optifine mod then turn off fog in the video options.
optifine is not working lol.As you can see in this screenshot there is no fog or black background thing like the other screenshot.I think its about playing on multiplayer.I dont know how to fix it.
I've never heard of render distance actually decreasing underground, and I've never seen it either, such as being able to see clear across a 100 block long ravine and see the other side (void fog disabled), or the "sky" if render distance is reduced - but only cutting off where it ends, not any sooner than at the surface. Void fog doesn't actually reduce render distance; it just covers things up, and it isn't anything that Optifine does either (i.e. increase render distance to normal when void fog is disabled) because a very simple mod I made to disable void fog gives the same effect and I can see the code that makes fog.
Of course, i've never played on multiplayer and you may be running on a modded server (even if otherwise vanilla) that cuts down the view distance to reduce lag, or possibly hinder people from x-raying (unable to see chunks not in view).

TheMasterCaver's First World - possibly the most caved-out world in Minecraft history - includes world download.
TheMasterCaver's World - my own version of Minecraft largely based on my views of how the game should have evolved since 1.6.4.
Why do I still play in 1.6.4?
