Minecraft won't download

I've deleted my .minecraft folder a dozen times before, but for the past few months, it wasn't letting me play online, so i deleted my .minecraft folder, now every time i try to run minecraft to download the folder, this somes up

Go to Start and type in cmd. Right-click the results that appears and click 'Run as administrator', then accept then UAC dialogue.
In the command prompt window, type the following command and press enter:

netsh winsock reset

Once complete, restart your computer and try Minecraft again.
