Resource Packs Folder Missing?

I've re-installed Minecraft by deleting both .minecraft and the Minecraft.exe, then re-downloaded Minecraft.exe and installing again, etc.. This problem occurs, where I can't open resource pack folders because apparently it's not there. Anyone know how to fix this?

It seems to be a small bug, manually make the folder yourself to fix the issue

Yea I found when I made a folder manually everything worked out fine.
