Are you 100% sure minecraft is not blocked? If you are on a public network then it may be blocked. Make sure s3.amazonaws.com, minecraft.net, and mojang.com are allowed. I'm not sure which server is used for autentication but it is most likely one of these three.
In firewall, java its public and private, and its not blocked.

Make sure you have access to those servers. If you do not have any firewall or antivirus it should not be blocked. What network are you on? Is it a public network, such as a library or school network? Or is it your own network at home?
