I just want to know if there's a reason for this. Do I need to allocate a specific amount of ram, or is this just because my graphics card is bottle necking?
My CPU is an I5-4670k
8Gb RAM
Windows 8.1 with Java 7 newest update installed (64 bit as well)
Did you make sure FPS cap is turned all the way up to max? You could also open the task manager, right click minecraft and go to services or something, and set priority to high. About bottle necking, I really don't remember what that means it's like four AM so yeah I'm tired
At 32 chunk it would not surprise me that you're Cpu would be the bottleneck,Minecraft barely use the Gfx card in vanilla and tend to max out the Cpu quite easily.
Just open windows task manager and watch the cpu usage under performance tab,if some core rise to 80-90+ and stay there for a while,that's the problem.
HWinfo64 monitoring would be more precice and show you a core hitting 100%,then resetting to 0% and restarting.Back and forth until all the chunk the game ask the computer to load are loaded and,at 32 chunk distance,that's a hella lot of chunk to load.In fact 4224 chunk

and I have tried the rest of that, sadly, to no avail.
Insert this into your runtime parameters(Changing the #'s in "-Xmx#G -Xms#G" to the amount of ram you want to allocate.
"-Xmx#G -Xms#G -XX:+UseConcMarkSweepGC -XX:+CMSIncrementalMode -XX:-UseAdaptiveSizePolicy -Xmn128M"
Another option would be to install optifine as it optimizes the use of your computers resources.
But with your current pc specs you should be able to run on far render distance at 60 fps.
