just updated to 1.8 and the world i use most now will not let me break any blocks or place any blocks. other worlds still work fine in this regard, though.

Sounds like adventure mode. Maybe make a new world or something (or if you REALLY want that world use NBTedit to change gamemode as I don't think 1.7 TMI will work with 1.8...)

...don't remember 100% but if you look at the world.dat file on a NBT editor somewhere there should be a "gamemode" or something. Set that to either 0 or 1.

As Thanatar said, you could be Adventure Mode which means you'd need to break certain blocks with certain tools. Easiest way to make sure you're in Survival Mode is to open the game to LAN and allow cheats. Then use the following command
