I open my enchanting table and drag my pickaxe over the tool slot but it doesn't highlight like it used to. Instead there are two slots half way to the left and right of it. I can drop it in the left slot and it shows 3 enchantment options but they are darker and can't be clicked. Also, red enchantment names like "Efficiency...?". What's going on? I tried quiting and reloading and placing the table elsewhere.

Welcome to the new 1.8 enchanting. The second slot is for 1-3 Lapis. 1 for Tops bar of enchants. 2 For second bar. 3 for the Third bar. The enchants tells you one enchant that WILL be on the tool. You can still have more than that, but that one is guaranteed.
