forge server question

I created a forge server with a couple mods. Is it possible when someone connects with forge but not the mods that they could automatically download them from the server? I've tried searching but there's such a mass amount of minecraft stuff I couldn't find an answer. Thank you for any help or direction

i don't think that system is in place, the server will tell the person what mods they are missing, but thats all
