I looked up on java.com what this might be caused by, and it said they don't know. But there is a solution. It said that UAC (User Account Control) might be preventing Java from running. So you could try turning UAC off, but BE CAREFUL, this will lower the security of your system. Maybe try turning it back on if this works.
To turn UAC off: Go to Start>Control Panel>System and Security> and then under Action Center, click Change User Account Control settings. Then slide the switch to the very bottom. Press OK, start Minecraft.
If this doesn't work, you could always try uninstalling and reinstalling Java.
