Launcher Won't Open

(Im typing this for a friend of mine, as he is too lazy to make his own account) Alright, so when he tries to open his launcher, he gets this.

Bootstrap (v5)

Current time is Aug 25, 2013 6:26:53 PM

And it stops there. It just closes after saying the downloading thing. Anyone know how to fix this?
