EDIT: Question: the page for the mod says you need Forge. What is Forge exactly?

Whenever I download a mod for forge and when I load my game and click mods, the mod I downloaded isnt there? I put my mod .jar in the mods folder! The thing is I have some mods but not all mods work. I can download the oceancraft mod but not the shaders. i cant download optifine but i can download evilcraft mod! Are some of the mods different? Is it because of my storage?

forge is most require mod for another mod

so ,install forge,and put in your mod to mods folder
