EDIT - I've added in all the helpful things i've come across in my search for a fix to this evil stuttering. Mixed Results, some people say these things fixed the problem, however all of them combined only managed to slightly reduce the stuttering for me personally, so i say back up your stuff, try it out and see what happens.
JVM args that have been reported to have some effect or fix the problem for some people, not many although.
[WIP|1.7.10] FastCraft 1.6 mod - helps with chunk loading
So far this seems to have been the most beneficial thing lately, have seen several people who claim this fixed the problem for them but it didn't for me, although it did speed things up a bit and reduce the delays
FastCraft is a small mod which improves the client and server performance significantly without any game play changes. The mod is optional on both server and client. It doesn't allow or require any configuration, just drop it in your mods folder with Minecraft Forge installed. There may be bugs and the code is somewhat experimental, make backups of your world save while using it."
I notice in every youtuber's videos who run 1.7.10 they do not seem to experience this.
but it's the server running behind bug, or the unsyncing and stuttering bug, or the evil 1.7.10 lag bug, or whatever you wanna call it. i've seen tons of people report experiencing this across several different forums, i've scoured all of these forums and google and the whole internet i think lol okay that's impossible but that is how it feels.
i've tried with mods, with absolutely no mods, different versions of forge, java, different launchers, latest gfx drivers, tried running my own server and connecting to/modding/playing on that, and while when i have my custom pack of around 90 mods going, including nextgen buggy bc alpha..i get no mod conflicts, everything seems to work great, no crashes..but the unsyncing! it still happens no matter what, even without forge or even a single mod.
its maddening! any time i click anything, or place a block, or attack, or pretty much anything at all its like it happens, but it doesn't. few seconds, up to many seconds later it will catch up and the log shows this infamous evil line.. Click to see(Its ugly)>
[23:42:52] [Server thread/WARN]: Can't keep up! Did the system time change, or is the server overloaded? Running 3815ms behind, skipping 76 tick(s)
And it gets behind, farrr behind sometimes, like 20000+ms and has to skip a ton of ticks lol. So i guess my question is.. does anyone here have any leads that i may of missed that aren't "get rid of mods" or that fastcraft mod(which apparantly does fix it for some people? not me though so unsure. it's on the IC2 forums.) even though it helps a little ultimately the bug reigns supreme.
and why can all these youtuber guys run 1.7.10 with seemingly no sign of this going on, yet tons of us can't seem to find any relief for it ? are they just dealing with it and editing it out of their videos, doing a gazillion takes til everything works properly on record? i don't see them going through all of that trouble..there has to be a way to have smooth 1.7.10..

and last but not least Optifine -
by tinkering with the different advanced settings optifine provides you can gain further speed increases and by
combining these methods some people have either fixed or "slightly improved" this stuttering problem.
