An you probably have the 32 bit version of Java installed, you need 64 bit Java installed as well to allocate higher then 1GiB of ram.

I do not see an problem there? That is all working normal as it should. 60FPS is Vsync located in Video Options, turn it off if so desire (unsure why). Ram is fine, would suggest turning that down to 2GiB though, 3GiB is too much for vanilla or even modded Minecraft.
