When I open the launcher and hit play, it re-downloads Minecraft. But I already have a .minecraft folder that I know is perfectly functional. Is there any way to re-connect the launcher back to my .minecraft folder? Or do I just have to re-download it and then move everything to the new .minecraft folder?
Why do you think that it is redownloading Minecraft? Maybe it's just downloading something for the first time. The launcher auto updates itself. Depending upon your profile configuration minecraft will also auto update itself when there is a new version or snapshot.
(I should also add that minecraft will download to repair any damage you've inflicted as well, e.g. incorrect modding attempts)
Actually you are probably seeing the checking happening. This is what shows up when I launcher a 'new' version three times in a row.
This first time it really downloads the files. The second and third time are just checksum checks. [It still says "Attempting to download" (it might redownload the sha files, but it doesn't spend long enough to download the whole kit and caboodle)]
No, it's definitely redownloading it. On the first screen after launching, where you choose your profile and hit play, on the bottom right, under 'Welcome 'username,'' it says 'Ready to download & play Minecraft 1.7.10.'
I hit play and it takes longer to finished then if I were just updating. And when I get to the main Minecraft menu, my settings are not as they usually are. Music and Sounds are all at 100%, when I usually have them at 0%, because I listen to my own music while I play. In my .minecraft folder, in the 'options' text document, the soundCategory settings are at 0.0 for them. All the settings are back to the default, like it usually is when you download Minecraft for the first time.
(And my singleplayer saves are not present here, yet in my .minecraft folder, there they are. Same for my resourcepacks. My multiplayer ones aren't here either, though I don't know where to look for them in .minecraft. Where are they, exactly?)

I could just move everything to the new one, I suppose, but I prefer it in Roaming. I guess I'm just being picky... Isn't it usually in AppData\Roaming, though?

Hmm... Seems like the new .minecraft folder was put there by profile settings.. Open profile settings (click on Edit Profile )and check Game Directory and type in : C:/Users/<username>/AppData/Roaming/.minecraft It should then regonize the folder.

Oh.... I see. So, yes, Changing the Environment Variable appdata to the new directory might just work. If it doesn't, maybe deleting the launcher and re downloading it might work?

(And where in the .minecraft folder is the list for your saved multiplayer servers? The one found in game, from the main menu, after you hit 'multiplayer.')
It's servers.dat and it would be in the game directory specified by your minecraft profile.

It affects the saves that you use in a given profile, and it must also affect options (since they change from version to version).
But it certain will cause another .minecraft directory to appear to store those those per profile things.
