This has been a popular issue. What happening is either your graphics card does not support mipmapping, or your drivers are out of date. Try out Catalyst 13.9 if you don't already have it. What you can also try is turning down the mipmapping in the Catalyst Control Center. This bug only happens on older AMD graphics cards. This happens on all versions of Minecraft.
