This might not be the place to ask about this? I'm not really sure where to put it though.
I've had this problem for a long time, but despite all my searching and tinkering I can't find any solution. It's maddening.
As you can see, lowering the mipmapping helps the issue, but even turned completely off it's still quite bad.
Relevant specs:
-CPU: AMD FX 4170
-GPU: Radeon HD 6800
I suspect the cause is coming from the GPU because when I first built the computer it was fine, no tearing whatsoever. The problem first appeared after I updated the drivers from the factory default, and it's persisted through all subsequent updates. Changing AA and anisotropic filtering in the GPU's control panel seems to have no effect. Whatever it is only affects Minecraft, and there are no similar issues in other games.
I'm totally at a loss here, I'd appreciate any help I can get. Thanks.
Anisotropic filtering is off by default. It is not good for low resolution texture packs, it is for high resolution texture packs. So you should leave it off if using the default pack.
I have just tested Anisotropic filtering and it does this effect. This is with Anisotropic Filtering at 16:

Higher res.
You don't want smoothing on the edges of textures, that will lead to gaps.
Is it always recommended to turn it off?
