So normally when I run Minecraft with optifine and low render setting i get 10-20 fps which obviously isn't good. But i'm wondering if it's my computer of something else because i have 2gb of ram allocated yet it's still running slow. Here are my specs :

What are your settings, first off? Can you paste the options.txt and optionsof.txt files? They're in the .minecraft folder.
Along with that, your system has a Celeron 1.7GHz processor, which by today's standards is terrible. That said, I recommend looking for a laptop that has at least a Pentium or i3/i5/i7 CPU. Remember, RAM doesn't increase performance. Other than that, your laptop's decent, but the CPU definitely needs an upgrade.
Since you have a Celeron processor, minecraft will be laggy no matter what you do, so your best bet is to run minecraft on the lowest settings possible.
You have a bad processor. Mine is 3.0 gigahertz dual core and i get 20 or so fps without optifine and 30-40 with optifine. I recommend having video setting to this- fast graphics, view bobbing, particles, 3d anaglyph, clouds and smooth graphics all set to off and a render distance of 8 or less chunks. If you have no difference after that, i think you are an inclined plane wrapped helixly around an axle (screwed) Big bang theory for the win!
You would need a new proccessor, but at the cost to replace your current one with a good one- it would be better to get a new computer

Atleast better Intel pentium 2.4ghz or AMD 64 x2 4800+ 2.4ghz with GPU Nvidia GT 210 or AMD HD 2600 Pro
You will get better 30fps with low setting in MC.
But What's your Laptop modell? it looks like If not sure it's Intel GMA chipset or Intel 3000 HD....
Decrease the usage of CPU intensive options such as shadows and water quality. Also, make sure that there aren't a bunch of CPU hog processes taking all of the memory in your computer. Go into task manager and end all unnecessary processes. Also, set Minecraft to high priority. I even do this and I can get a good 200+ fps. It just smoothens things out much more.
