I've been playing ULTRA MODDED SURVIVAL modpack on the technic platform, and I used fullbright in my survival world. Now, since they removed it, it made me unable to toggle it.
Just go to brightness and change it around a little bit, that should reset your brightness.

Thanks, ZeronNTheXeon! It seemed as my brightness was set to +990, so I set it to moody and then back to bright, and thy bug hath been countered!
