Pixelmon 3.1 is not playing although it is in the mods folder

I dragged Pixelmon 3.1 into the mods folder, but it's like it's not even there. Pixelmon isn't listed in the mods list in the minecraft 1.7.2 title screen or playing in single player or multiplayer. Other mods work perfectly. What's the problem?

there is a video of how to install it on pixelmon's website, maybe just check that to see you've done everything
