Sounds like you need to do a full re-install of MC. Delete your .minecraft fully and the launcher file/shortcut. Afterwards head back over to minecraft.net download the latest version and launch it. This should re-install/refill your .minecraft with the appropriate stuff.

Then you seriously have a faulty installation of Java, one that cannot be removed by uninstalling.
To confirm this, open up command prompt. (Win + R, type in cmd, enter.) Then type in
java -version
. What is the output?

Go to the same folder of where the Minecraft.jar file is, shift right click on the background (white space), then select "Open command window here". Type in this command,

Retired StaffPlease remove Java from the machine from the control panel. Restart the computer, then grab the latest here,
http://java.com/en/download/manual.jsp
If you have a 64-bit OS, please make sure to grab the 64-bit version of Java instead.

Retired StaffCould you give us exactly what happened and what it says.
COMODO (My anti-virus software): cmd.exe is trying to open Minecraft.jar
- Allow
- Deny
- Set a ruleset (basically an alternative of spamming the allow button)
Me:*clicks Allow*COMODO: *closes*
About a second later...
Windows: Java SE binary (I think that's what it was called) is not responding
*insert loading bar here*
Windows is trying find a solution...
Then it tells me to close the program.
