files won't download

I downloaded the latest version of minecraft and java but when I run minecraft it makes the ".minecraft" file but its fully empty and when I go on my computer it says the minecraft set up had a error but I don't know how I fix it.

Minecraft doesn't have a setup.

You run the launcher found on this page,
http://minecraft.net/download

It should open up the launcher, login and click Play. If it has issues, it should show in the development console. Please post that here.
