I'm not entirely sure if this is the right location for this, but here goes...
In Vanilla Minecraft I have been having some strange FPS issues as you could probably tell by the title, but the odd part is that it does not make sense as to the cause.
I have played with all the settings in game, and also tried every version from 1.2.5 to 1.7.9 and all of them show that I'm fluxing from 12 fps to 28 fps when clearly I am getting much higher than that. it feels more like 60 FPS but that is not what it is showing. Is this just because I am on a laptop? I wouldn't think so because my specs are here:

I am using the F3 screen to detect fps and there are no background apps or software running. And I already checked the graphics card, my override settings in the Nvidia Control Panel for minecraft is set to my 860m. Also like I said it's showing like 12-28 fps, but the gameplay feels like I'm getting 60 frames or above. It seems like it's a display bug or something.

I just did a "stress test" on my minecraft to see if it's just vanilla and it appears to be so...
I loaded up the latest version of Tekkit with a 128x texture pack from Sphax and set all the settings to as high as they could go, and then I pressed F3 to see my frames (again with no background softwares or anything) and I locked at around 50 frames. So under that assumption it's something with my vanilla.

Intel core i7 4710MQ
Nvidia GTX 860M 2gb VRAM
8gb of DDR3 RAM
I have also allocated 4gb of RAM to Minecraft and I have been using default textures.
Bump.
