I'm playing in a server of a friend of a friend and I'm having a really bad lagging issue where every few seconds my CPU process would spike from around 40%-50% to about 70%-100%. Task Manager even runs a red box on the CPU process. This would last for about a second or two then goes back to normal. I have no idea what's causing this, I have both version of Java installed (x32 and x64). Even my tech friends have no clue why it's happening. I am using Windows 8, x64 Bit with 4GB Ram and the JVM argurments I was told to put in were -Xms512M and -Xmx1G. Streaming a video would make CPU process run as high as 30% but that's it. Minecraft seems to exhaust all of the CPU resource I have left. My memory even runs at 95% or above when playing Minecraft but I don't know if that's normal when running games.
I don't know if this matters, but I'd recommend using -Xms512M and -Xmx1024M just to make things more consistent. I've never experienced this problem, but I can try to help.
I've tried what you said. No avail. I'm thinking right now it has more to do with Java than it has to do with the settings. Why does it suddenly sky rocket about 10%++ or more after some seconds or even reach 100% CPU Resource usage..
This reminded me of Carly Rae Jepsen's song "Call Me Maybe". the title I mean.

Have you tried just downloading a completely new server? This could be the result of someone spawning a huge amount of mobs and the server periodically trying to load them.
I don't know about this whole "Windows 8 requires more RAM" thing. I could have sworn that one of their big selling points was it was less resource intensive than 7.
One thing I would do is uninstall the 32 bit Java, if you have a 64 bit OS you shouldn't use the 32 bit. Also, what CPU are you using?

Microsoft DID improve memory usage in Windows 8. The minimum requirement (for 64-bit) is 2GB of RAM. If you have 4 GB you could run Minecraft AND a server with 512MB of RAM without any stability issues. If you have memory issues with Windows 8, I'd suggest going into the Task Manager and disabling some startup items. Currently my memory usage is 1.9 GB and I have Skype, Spotify, Chrome, and a bunch of other background processes open (KatMouse, Rainmeter, Sticky Notes, etc.). With nothing open around 1.3 GB of RAM is used.
