To me it looks like you don't have the necessary rights to use that file. Have you tried running Minecraft as the administrator?
If that doesn't work, back your .minecraft folder up and delete the original. Updating Java might also fix the issue.

Thanks so much for the help! I gave myself Read/Write perms for /minecraft and it takes me to the profile selection page.
HOWEVER, I click Play Offline and it does the blue line like it's going to launch, flashes "downloading <random file>" and the blue dash goes away, and I just click Play Offline again. Now what?

Can you show us the development console log when that happens?
