OK, I'm not sure exactly where I should post this but since it started after installing Forge I'll start here.
Since installing Forge I have been having the following problems:
-- Sheep and chickens falling through and bobbing in solid blocks (dirt, grass blocks, sand usually) as they would in water blocks and spawning inside leaf blocks. Doesn't seem to happen with cows, horses and hostile mobs.
-- When swimming in water blocks sheep and chicken darkened like when they are taking suffocation damage.
-- Sheep and chickens doesn't always detect when I have wheat/seed in my hand
-- Chickens are not laying eggs. Occurs in vanilla too.
-- static crackle when I'm near enough to a chicken to hear its audio. Increases with the number of chicken. It's exactly like in this video here:
-- wolves or ocelots appear to not be spawning at all
. I tried moving my existing .minecraft files and redownloading for a purely vanilla re-install and the problem is still there.
I'm not sure if it is related to Forge, as it is occurring all my games both modded and vanilla, but I didn't have these issues at all in MC before I install it and started running mods.

Some of these problems could be entirely chance like the wolves not spawning.
Is your computer a 64-bit too?
Are you sure the chickens are chunk-loaded when they're supposed to lay eggs? Have them near you for 2 minecraft days and see if they lay eggs. To do this, you need to check back every 5 minutes.
The Sheep and Chickens becoming darker and glitching up and down as if swimming are normal server graphical errors. There could be some connection. Is your computer slow?
All these problems may be your computer and Minecraft. Check your graphics card and your computer.

Paper is there for words to be written on it. Rules are there to be broken. Laws are there to be followed....to the letter of course! Please help my dragons!

The difference between before and after installing Forge is pretty dramatic and consistent. Don't think it's just "chance".

Yes.

Yes, I read the wiki page and everything else I could find to troubleshoot this problem. Yes. I know all this. Yes, I've tested this to get them to lay eggs. Yes I have been in activation range and for longer than needed. I've tested it all. Penned, not penned, in water, naturally spawned, spawned by egg. They aren't laying eggs, at all.

What do you mean by slow? No, it's not a beefy gaming PC, just a regular desktop. I experience occasional lag but CPU usage stays below 80% unless of I have other programs on my PC open and running. My processor and graphics card are both AMD series listed on Mojang's recommended system requirements, and I had 4 GB of RAM, also as Mojang lists under recommended system reqs. If it's running slow and glitchy on what Mojang recommends then it's not my computer. It's either a problem relating directly to the client or Mojang is not being honest about MC's system reqs.
And yes, my drivers are up to date. And no, I am not having any other graphics or performance issues in any other games on this PC, either Steam games or games installed otherwise. It is specific to MC.
But as I said before, I was not having any of these issues before installing Forge. Also I have a hard time seeing all these things going awry that started all at once, happens in every game, and now occurs all the time, as "normal server graphical errors". Something is not right.
1) I uninstalled and re-installed Java. This appears to have resolved most of issues with wolves and ocelots not spawning, glitching into blocks and sheep/chicken not detecting when i have wheat/seed in my hand.
2) After Java re-install chickens are laying eggs normally in my vanilla games but still not in my modded game. I started removing mods to see if that would get chickens to start laying eggs again and when I remove Hunger Overhaul they lay eggs normally. I left a comment about this in the Hunger Overhaul thread.
3) I still am getting static sounds when I'm near chickens. It's specifically when they are moving. As I said above it's just like in that video I linked to in my original post. It's rather annoying so if anyone has any ideas about what is causing it, please share.

All the mods I have run are from the Life in the Woods modpack for 1.6.4: http://http://phedran.com/Credits#_=_
I play vanilla in 1.7.9.
Latest Java update I have is Java 8 (64-bit) and I have the most recent update.
