You need to reinstall Java.
First, go to the Programs and Features in Control Panel (Add and Remove Programs on XP).
Uninstall everything that says Java in the name.
Then, go to https://jdk8.java.net/download.html and install JRE for Windows 64-bit.
If you get an error during the installation, install the 32-bit version.
