Issues with increasing amount of RAM for minecraft

I've checked around the forums and nothing seems to help. I am trying to set my RAM for Minecraft to 3G Xmx and Xms, but it won't let me. The max I can go to is 1.5G. I've installed 64bit Java and everything, and my PC is a Dell Vostro 260 with 4GB of RAM installed. Any help/ideas?

By the way, I'm running Windows 7 (if that makes a difference)
