I am currently experiencing precisely the same problem, with avast and windows firewall installed and disabled. The problem has persisted for several days with no change. On top of that, when I copy/paste the download link into my browser (Google Chrome) the file downloaded flawlessly.

Me myself have tried to download it in my browser's still! My internet is perfectly and ive restarted my decoder and wireless multiple time!.....
